On January 15, 2019IMG_256, RESOLUTION of DECEMBER 13, 2018, of the president of the Valencian Institute of Business Competitiveness (IVACE), was published in the Official Gazette of the Valencian Community, for which calls are made for the Renove de Ventanas 2019 Plan , destined to the thermal rehabilitation of windows in houses of the Valencian Comunitat and the adhesion of commerce and installation companies.
The purpose of this resolution is to establish the regulatory bases and the call of the IVACE of the Plan Renove de Ventanas 2019 of the Valencian Community, destined to the thermal rehabilitation of windows and French doors (glazing, frame and pre-frame) in habitual dwellings of the Comunitat Valenciana
Beneficiaries may be natural persons who are owners, usufructuaries or tenants of a habitual occupation dwelling located in the Valencian Community.
Supportable actions
The renovation of windows and doors-window (glazing, frame and pre-frame) in homes that meet the following technical specifications:
* The windows and doors must be part of the exterior walls of the house (separating the rooms or rooms heated or cooled from the outside environment), not being subject to the reform of glazed surfaces located in the interior enclosures.
* The glazing to be replaced must be of simple glazing. In the case of replacement of thermally inefficient windows and sliding door-windows, the existing glazing may be single or double.
* The new windows must have CE marking.
* The new windows will have an air permeability ≤ 27 m3 / h.m2 to 100 Pa (Class 2 or higher) according to UNE-EN 12207
* The thermal characteristics of the new windows and doors must be depending on the classification of the populations included in Annex I of the call for aid, as detailed in the following table:

The renovations must have as final destination their installation within the territory of the Valencian Community. It is not considered action that can be helped:
* Renovations of windows and door-windows that lead to an increase in the glazed area by more than 25%.
* The glazed enclosures that are placed or renewed in order to close terraces, balconies or galleries, or extend the living area of the house, as these involve a modification and not a thermal rehabilitation of the building.
* The renovation of interior windows or doors-window located in enclosures in contact with living spaces.
* Renovation of frames or glazing only
* The installation or renovation of blinds, louvered devices, awnings, "films" or "screens" of sun protection
* Only projects with an eligible cost of more than € 1,000 will be considered.
* The renewals made prior to January 29, 2019 will not qualify for the present aid.
It will be a prerequisite that the person or company installed adhere to the Renove de Ventanas Plan, perform the complete installation of the windows.
The eligible cost will be calculated with the sum of the investment in glazing, framework, pre-frame, assembly and disassembly, plus VAT, discounted the contribution of the trade or installation company attached to the Renove de Ventanas Plan.
The blinds and other elements of solar protection, the masonry works other than the object of these aids, nor the fees or licenses necessary to carry out the installation will not be eligible.
Type of help
The amount of the individual aid, contributed by the IVACE, will be a maximum of € 75 / m2 for complete renovations of the windows or window-doors (glazing, frame and pre-frame). The contribution of the adhered trade or installation company will consist of a discount on the invoice (before VAT) of € 15 / m2 at the time of installation.
The amount of the aid provided by the IVACE, may not in any case amount to 30% of the eligible cost. If this case occurs, the IVACE contribution will be reduced up to the 30% limit. Likewise, the maximum aid amount will be € 3,000 per home in which the windows and French doors are replaced.
Deadlines
The deadline for submitting applications will begin on January 29, 2019 and end on June 13, 2019.
Process
* Once the beneficiary decides to carry out the renovation of the windows and / or window-doors, he will contact a store or company attached to the Plan. The campaign office can inform you about the businesses or installers attached to it or through the website (planrenove.ivace.es).
* The installation company, on behalf of the applicant, will process the application and the complementary documentation established in article 11 of this Resolution electronically.
* The application will be considered completed, when the standard application form is duly completed, and the identity data of the applicant is attached (photocopy of the DNI / NIE), declaration responsible for being up-to-date in fulfilling its tax obligations and the social security (included in the standard request) and the budget accepted by it. At this time, you will be granted a file number and a registration date, which will be taken into account as criteria for granting the aid.
* To complete the standard application form, the installer or installation company will fill in the telematics platform (private access of the website planrenove.ivace.es), all the necessary data to generate such request. Once completed correctly, the request must be signed by the buyer and installer / installation company, with the beneficiary remaining with a copy as proof of the replacement made and attaching a copy to the platform.
* It is important to highlight that the installer or installation company must deduct from the tax base of the invoice, the part corresponding to their contribution, that is to say, they will apply a discount of 50 euros to the beneficiary.
* Once all the documentation has been provided by the installation company, from the campaign office it will be verified that the applicant complies with all the requirements established in the call for assistance and all the documentation presented will be checked, requiring, where appropriate, Those interested in proceeding to correct such documentation within a period of ten working days from the day following the reception of the notification, with the warning that if, after that period, the required documentation is not provided, it will be considered desisted from the request.
* Both the campaign office and the IVACE (Energy Unit) as the competent body for the instruction of the procedure, may require the applicant or the installation company any other data, documents and supplementary reports that are necessary for the verification of the performance done.
* In order that the beneficiaries of the aids have knowledge of the content of the resolution of the granting of the aids, it will be published through the National Database of Subsidies and will be available at www.pap.minhap.gob.es / bdnstrans / index, on the IVACE website www.ivace.es and on the specific website of the plan (planrenove.ivace.es).
* Once the aid has been granted, the IVACE will make the payment of the corresponding aid in the bank account that the beneficiary has indicated in the documentation presented in the grant application.
Shops or Installers companies: accessions
Shops and installation companies interested in participating and collaborating in the call for aid must make delivery through the information web platform Renove Renhare Plans IVACE (planrenove.ivace.es), the corresponding membership card duly completed as standardized model, as well as the attached documentation that is specified in the membership form.
The adhesion of the businesses and installation companies will begin on January 17, 2019 and end on May 16, 2019.
The list of businesses and installers attached companies will be published on the informational website of the Renove Plans promoted by the IVACE and will be available in the campaign office.
